Learners differ in the ways that they can navigate a learning environment and express what they know. Action and expression require a great deal of strategy, practice, and organization.


When designing literacy instruction, it is especially imperative to consider how to support students to interact with the materials and respond, how to offer choice in how learners express and share their ideas, and how to support learners to plan and organize.
